Release Notes for WinRecs Version 301.0.0

Release Date: March 7, 2024
The 301.0.0 Fiscal Release includes 2024 CIHI edit and Table updates.

This release is cumulative only after the most recent WinRecs Update has been applied however the update must be applied on minimal version 300.0.0 or greater.

Important:

CIHI has provided SNOMED CT Mapping to ICD10CA Diagnosis codes as well as for the ED Discharge Diagnosis (CED-DX) codes. The SNOMED CT Mapping has been added as WinRecs Look up Table - please note some SNOMED CT codes do not have mapping to DX codes and some can be assigned to more than one diagnosis code. 

SNOMEDCT ID field/descriptions have been added to the DAD and NACRS Diagnosis multiform as well as the ED Discharge Diagnosis multiform - please reference tickets concerning this field.

Sites can no longer create new Institution Profiles - see ticket 21983.

For those sites with CMG and CACS Groupers, the 301.0.0 Release contains a Grouper Engine update. Fiscal 2024 DAD and NACRS Level 2/3 abstracts must be batch grouped prior to submitting 2024 Period 01 files to CIHI. A warning message indicating “No Grouper value…” will display should the record not be grouped with the current grouper year.

After all releases have been applied sites with CACS and/or CMG groupers should have all coders check to ensure they can see grouper values in the visits. For Citrix clients this should be confirmed on all Citrix IP addresses. If grouper values are not displaying on a workstation/s please go to ftp://ftp.med2020.ca/Winrecs2/Tools/ and download the file called regasm.zip. Extract the file to the desktop/s of the affected computer/s. Double click the file; a black window will flash, and the process is complete. This will register the grouper dll.

A non-mandatory CIHI warning “The first occurrence must be M and no other occurrence can be M” was generating for the first occurrence diagnosis type in NACRS. This edit has been removed, and the warning will no longer populate.

For 2024 CIHI has released PanCanadian Health Concern Value Set which maps SNOMEDCT codes to the AmCare CED-DX Codes (ICD10). In the ED Discharge Diagnosis multiform a new field SNOMED CT ID has been added (NOTE: Field must be enabled in the control file)
When the user enters the SNOMEDCT code it will auto-populate the ICD10 CED-DX code.

Incorrect Hard Edit Provider Service DAD Day Surgery
DAD Day Surgery: When a Provider Service of 01006 as M was entered the following Hard Edit is Generating:
If Provider Service is 01000 - 20000 excluding 01001, 01002,01003, 11004, 02001, 01013, 01014 and 11003 provider type must be 7 or 8.

For Day Surgery this edit takes precedence thus cancelling out the above edit and will no longer generate:

If provider type is M and the institution type is day surgery(A), the provider service must be 00001 - 30000.

Incorrect Warning Message Populating for CCRS L-0A Assessments

A CIHI warning message “Residentfrom the same facility (AA6) with the same health record number (A6a) shouldhave consistent sex (AA2) and birth date (AA3a)” was incorrectlypopulating for CCRS L-0A assessments. Warning has been fixed by replacing thehealth card number, with health record number as per the warning rule.
